Andrée Blumstein Appointed Vice Chair of the Tennessee Advisory Commission on the Rules of Practice and Procedure

Andrée Blumstein has been appointed by the Tennessee Supreme Court to serve as Vice Chair of the Tennessee Advisory Commission on the Rules of Practice and Procedure.

The purpose of the Commission is to advise the Tennessee Supreme Court on court rules governing practice and procedure. It reviews existing rules and regulations related to court processes to ensure they remain effective and up‑to‑date, recommends changes such as amendments, updates, or new rules to improve how courts operate, and provides expert input based on practice, experience, and feedback, offering comments and policy guidance on rules such as service of pleadings, evidence procedures, and motion filings to clarify or update rule language.

Andrée has a long-standing history of serving the state of Tennessee. She was Tennessee’s Solicitor General from 2014 to 2024, where she was in charge of all the state’s appellate litigation in all state and federal courts in the country, including the Supreme Courts of the United States and Tennessee. She presided as Chief Justice of the Special Tennessee Supreme Court from 2012 to 2014. She was appointed to that court by Governor Bill Haslam to decide a constitutional challenge to the way in which Tennessee’s appellate judges were elected.

Andrée brings to her general business and civil law practice a wealth of experience, particularly in appellate litigation. The cases she has headed up—most of them high-profile and high-stakes—cover many areas of the law: antitrust, healthcare law, employment law, administrative law, constitutional law, class-action defense, insurance law, education, state and local taxation, professional liability, personal injury, civil rights, contract negotiations and disputes, tort law, government relations, and elections and voting rights. She counsels and advocates for the interests of individuals and enterprises, such as educational institutions, insurance companies, hospitals and other healthcare providers, charitable organizations, state and local government entities and their agencies, and retailers. In addition to handling appeals, she collaborates on trials and administrative proceedings to develop legal strategies and to position cases for successful appeal.
